On supported operating systems (Windows 2000 and Windows XP) Hex Editor allows you to open computer physical memory for read-only access only. You must be a member of Administrators local or domain group in order to get proper access to the physical memory.
Microsoft has discontinued access to computer physical memory starting from Windows Server 2003 SP1. That is, this OS and all subsequent OSes (including Vista and Server 2008) do not provide access to RAM to user-mode applications. There is no way around this.
For older operating systems, Windows 2000 and Windows XP, users with corresponding access rights have full access to RAM. Hex Editor limits this access to read-only in order to maintain system stability.
